VERMILION RIVER WATERSHED OUTREACH MEETING HELD IN EVANGELINE PARISH

The Acadiana Planning Commission, FEMA and The Governor’s Office of Emergency Preparedness held a joint meeting in the Evangeline Parish Courthouse Wednesday to discuss Watershed Assessments that are being prepared by FEMA.  Watershed (as pictured) is an area or ridge of land that separates waters flowing to different rivers, basins, or seas.  The Pilot Assessment was performed for Vermilion Parish and that was the focus of the meeting for informational purposes.  Assessments for the 22 Watershed that were affected by the March and August 2016 flooding will be released on August 3rd

The Acadiana Planning Commission brings 7 parishes together: Lafayette, Evangeline, Acadia, Iberia, St. Landry, St. Martin and Vermilion.  Parish Presidents, State Representatives, Emergency Officials and officials from around these parishes attended the meeting and many said the focus is to work together so one entity is not ‘dropping water on another one’ in efforts to solve drainage problems.  These include in the Mermentau River, Vermilion River and Bayou Teche in our area.

In the March flooding there were over 14,000 structures damaged; and in the August flooding there were over 78,000.  A representative from FEMA’s National Disaster Recovery Support Team said Louisiana “has had too much water moving over its land mass, too many times.”  This was the first meeting of many to come to discuss this problem and continue discussions on how to work together.

Rep. Bernard LeBas Speaks at Ville Platte Rotary Club

The Rotary Club of Ville Platte today (Tuesday) heard from State Representative Bernard LeBas.  He gave a review of the recent two sessions of the state legislature in Baton Rouge. A special session was called immediately after the regular session after lawmakers could not agree on a new fiscal year budget.

LeBas commented that the budget that was approved in the special session was brought up during the final days of the regular session however some lawmakers were initially against it. He said 80 million dollars were put back in the highway account after being transferred by the previous administration to fund the state police.

LeBas said our infrastructure needs improvements. “We have bad roads and we don’t have the money to fix our roads”, he said.  A gasoline tax is expected to be on the election day ballot to help with roads and infrastructure.

LeBas is blaming “partisan politics” for the legislature not approving a “blue ribbon” committee recommendation to help stabilize the state’s budget.

He said healthcare and education take a big share of the state budget every year. The popular TOPS scholarship program was fully funded this year by the legislature.

Chicot State Park was brought up during his comments. “Chicot State Park is our biggest park and the most visited park in the state. We are fighting to keep it open,” said LeBas. Cuts in state funding meant maintenance personnel were let go. “Our Lt. Governor, Billy Nungesser, is 100 percent behind our efforts in keeping Chicot Park open and a draw for tourists.”

LeBas said a new constitutional convention may be needed to help remove the many tax exemptions and tax rebates that many big businesses and corporations receive. LeBas was the special guest of Rotarian Susan Saunders.

EVANGELINE PARISH SCHOOL BOARD HOLDS BI-MONTHLY MEETING FACING EXPENSIVE REPAIRS DUE TO FLOODING, NEW SCHOOL PRINCIPALS; PROMISING INITIATIVES AND NEW LOGO

The Evangeline Parish School Board met Wednesday night in the School Board Media Center.  Superintendent, Darwan Lazard, announced he has recently interviewed two individuals for the position of Principal at Pine Prairie High School.  From those two candidates, his choice was Charles “Chuck” Johnson (pictured).  He comes back to the school with 24 years of experience with 10 years in Administration, 10 served at Evangeline Central and 8 at the Math, Science and Arts Academy in Iberville Parish.  Lazard stated “He comes not only with experience, but also success.”  Johnson spoke to the crowd saying he is “excited to come back to Pine Prairie.  His parents are still there and he is happy to once again be a part of the community.”  He “looks forward to growing the successes we had in the past.”

It was in the last School Board meeting that Melanie Miller was introduced as the new principal of Ville Platte High School.  There will be a Meet and Greet Thursday from 5:30 p.m. – 6:30 p.m. in the Ville Platte High Gymnasium.  The public is invited to attend.

Mike Holt from Yeager, Watson & Associates was asked to address the Board about the extreme repairs needed for the floors at Mamou High School and Bayou Chicot Elementary.  He explained that because of all of the flooding and a build-up of damage to the floors, there is now a “tripping hazard” in the main hallway at Bayou Chicot.  The Fire Marshall has actually written up a violation and the Board will need to remedy the situation.  After explaining the options, he stated that the repairs could be approximately $42,000-$43,000 to cover the 1,320 square foot area.

As to Mamou, Holt stated that again, because of all of the water damage, the gym floor is “gone”.  With the Board’s approval after the bidding process, he plans to raise the gym floor by six inches to handle any water in the future.   There was much discussion of the drainage problems in Mamou and how they can protect the school in the future.  Holt stated the project on the gym could be approximately $149,000.  The bidding process will now begin.

The Superintendent presented the new District Logo that will be used to represent the School Board.  He thanked the staff at the Gazette and others who helped them design the new Logo.

And finally, Kevin Nolten with the STEM INITIATIVE explained that they have a program that works with students at the K-12 level to help bring the next generation into the jobs of the future working through Economic and Workforce development.  The program has grown to a nationwide status and now Evangeline Parish will benefit from it.  Nolten presented a plaque to Lazard for the partnership.

At approximately 04:10 a.m., the Deputy was dispatched to a reported theft of an ATV and subsequently cleared that call.

Upon resuming patrol and still within the nearby area, the Deputy made a traffic stop on a 4-wheeler (ATV) on Retton School Rd @ Chad Ln.

The Deputy made contact with the driver of the ATV (Dejuan Guillory, B/M, 27 yoa), and his passenger (Dequince Brown, B/F, 21 yoa).

The Deputy asked Guillory and Brown for legal identification, which neither possessed.

During this initial interaction, Guillory struck the Deputy in the head, knocking him to the ground, dazing him with a possible loss of consciousness.

The Deputy was able to rise to his feet, draw his firearm and gave verbal commands for Guillory to lie on the ground.

Guillory laid down on his stomach and the Deputy attempted to handcuff Guillory.

During handcuffing, a struggle ensued.

Brown approached the Deputy from behind and began to choke and bite him.

During the struggle with Guillory and Brown, the Deputy shot Guillory with his duty weapon.

The Deputy returned to his unit and called for assistance.

The investigation is active and ongoing.  Investigative elements remaining in this case include ballistics, trajectory, toxicology, DNA analysis, autopsy report, and additional interviews.  It should be noted that the patrol vehicle was equipped with an in-car camera system which State Police has in its possession and will be conducting analysis of the device.  It should also be noted that evidence from the crime scene indicates that a handcuff was only applied to Guillory’s right arm.  The handcuff was significantly damaged and had to be cut off post autopsy.

We ask the community for patience as this investigation continues.  No further information will be released at this time.

SECURITY TIGHTENS UP AT THE EVANGELINE PARISH COURTHOUSE

The Jury passed an Endorsement Resolution supporting the creation of a potential manufacturing plant in Evangeline Parish.  It was stated that the company has not purchased any property yet; however, they are interested in forming on the west side of the parish in Ward 2.  If the plant comes to fruition, it would be an approximate $10 million investment with approximately 20 employees earning between $40,000 - $50,000 a year. The Jury is exploring possible incentives to bring the plant here.
